Kemper Funkhouser brings more than 25 years of experience in real estate marketing and brokerage, managing a diverse portfolio of residential and commercial properties throughout the Shenandoah Valley. As Chief Operating Officer and Supervising Broker of Funkhouser Real Estate Group, he oversees all daily operational functions of the firm.

Appointed by the Governor of Virginia to the Commonwealth of Virginia Real Estate Board (VREB) in 2021 and reappointed in 2025, Kemper has served as Chair of the VREB since 2023. The Board is responsible for overseeing and enforcing Virginia’s real estate licensing laws and regulations.

At the national level, Kemper serves on the NAR Professional Standards Committee, the NAR Professional Standards Advisory Board, and the NAR Board of Directors (2026–2028). He previously served on the NAR Board of Directors (2021–2023) and was Chair of the NAR Professional Standards Committee in 2013. Over the years, he has contributed as a member of NAR’s Strategic Planning, Business Issues, Real Property Valuation, and Professional Standards Interpretations Committees. He is also a graduate of the 2008 NAR Leadership Academy.

Kemper’s leadership has been recognized at both the state and local levels. He was named Virginia REALTORS® REALTOR® of the Year in 2021, served as President of Virginia REALTORS® in 2020, and was a member of its Board of Directors from 2011 to 2021. He is also a Past President of the Harrisonburg-Rockingham Association of REALTORS®, where he was honored as REALTOR® of the Year in 2009. In 2014, he received the Virginia REALTORS® Code of Ethics Award.

In addition to his professional leadership, Kemper is committed to education and professional development. He holds a Master of Business Administration and a Bachelor of Business Administration in Finance from James Madison University. He is a certified instructor of REALTOR® Ethics.  Since 2012, he has served as an adjunct professor of real estate at James Madison University’s College of Business.
